SNAP Benefits Explained: Who Qualifies and How to Apply

The Supplemental Nutrition Assistance Program, better known as SNAP, helps roughly forty million Americans afford groceries each month. Despite its size, the program is widely misunderstood and significantly underused. Many people who qualify never apply.
Eligibility is based on household size and income. In Wisconsin, most households earning at or below 200% of the federal poverty line are eligible, and many working families qualify even with two incomes. Owning a home or a car does not disqualify you.
Applying is free. You can apply online through ACCESS Wisconsin, by mail, in person at your county human services office, or with help from a pantry like ours. The interview is usually a short phone call. Benefits typically start within thirty days.
Benefits arrive on an EBT card that works like a debit card at most grocery stores and farmer's markets. SNAP covers most food and beverages but not hot prepared meals, alcohol, or non-food items.
